M H Outreach, also known as MicroChurch Headquarters, operates with a distinct legal existence as a fully recognized 501(c)(3) nonprofit organization. This legal standing affirms its identity as a separate and independent entity under U.S. law, capable of entering into contracts, owning property, receiving donations, and operating its various programs with full legal authority and accountability. Its distinct legal existence ensures transparency, integrity, and organizational continuity as it serves as the operational and administrative hub for Foundations of Faith Missions International (FOFMI) and numerous affiliated ministries, missions, and outreach efforts.
This legal foundation enables M H Outreach to faithfully steward resources, fulfill regulatory obligations, and provide proper governance through a board of directors. It also guarantees that donors and partners can confidently contribute to its Kingdom mission, knowing their gifts are tax-deductible and lawfully managed. Through its established legal identity, M H Outreach can carry out its core mission to “Win Souls and Save Lives through a covenant relationship with God and man,” offering biblical education, humanitarian services, spiritual development, and leadership training worldwide. Its legally distinct nature reinforces its stability, trustworthiness, and unwavering commitment to Christ-centered excellence in all areas of ministry and outreach.
2A recognized creed and form of worship
M H Outreach, also known as MicroChurch Headquarters, is founded upon a recognized creed and form of worship rooted in the unshakable truths of the Holy Bible. Our ministry boldly proclaims Jesus Christ as Lord and Savior and holds to the foundational doctrines of the Christian faith—including the virgin birth, the death, burial, and resurrection of Jesus Christ, salvation by grace through faith, the power of the Holy Spirit, and the imminent return of Christ. Our creed shapes every aspect of our worship, teaching, outreach, and daily living.
Our worship is Spirit-led, vibrant, and biblically grounded. Through regular services, prayer gatherings, praise and worship, and sacramental observances such as baptism and communion, M H Outreach expresses a consistent and reverent form of Christian worship. This recognized form of worship is expressed throughout our network of affiliated ministries and churches, including our lead outreach, Foundations of Faith Missions International (FOFMI).
From Sunday services to midweek prayer, and from global broadcasts to local gatherings, our worship is an offering unto the Lord, conducted in decency and in order, glorifying God and edifying His people. It is through this recognized creed and form of worship that M H Outreach unites believers, disciples, nations, and advances the Kingdom of God.

M H Outreach operates under a definite and distinct ecclesiastical government that reflects biblical order, spiritual accountability, and operational clarity. As the headquarters for Foundations of Faith Missions International (FOFMI) and numerous affiliated ministries, M H Outreach is governed by a structured leadership model rooted in scriptural principles. This includes apostolic oversight, a functioning board of directors, and ordained leaders serving in defined roles such as pastors, elders, deacons, teachers, and missionaries.
Our ecclesiastical government ensures that every ministry and mission under our covering is guided by spiritual authority, doctrinal unity, and a commitment to righteousness, integrity, and servant leadership. Each affiliated body maintains its autonomy but aligns with the core governance structure and spiritual covering provided by M H Outreach.
This governance model allows for effective decision-making, sound doctrine, and proper church discipline while supporting the overall mission to "Win Souls and Save Lives." Policies, practices, and leadership appointments flow from our governing structure, ensuring biblical alignment, operational efficiency, and the spiritual health of the entire fellowship.

M H Outreach upholds a formal code of doctrine and discipline that is firmly rooted in the Holy Scriptures and guided by the Spirit of God. This code outlines the foundational beliefs and moral standards that govern all aspects of ministry, leadership, fellowship, and outreach within our organization and its affiliated ministries, including Foundations of Faith Missions International (FOFMI).
Our doctrine is centered on the life, death, and resurrection of Jesus Christ, the infallibility of God’s Word, the necessity of salvation through faith, the operation of the Holy Spirit, and the call to holy living. This doctrinal foundation is clearly taught through our Bible studies, leadership training, worship services, and educational programs such as Interfaith University.
Discipline within M H Outreach is exercised in love and truth, with the goal of restoring, correcting, and strengthening the believer. Leaders and members are expected to walk in integrity, humility, and obedience to God’s Word. When necessary, biblical discipline is administered through a defined process led by spiritual authorities, always aiming for redemption and alignment with God’s will.

This history is marked by the establishment of Foundations of Faith Missions International (FOFMI), which serves as the primary outreach arm, spreading the Gospel through evangelism, humanitarian efforts, and discipleship worldwide. Over time, the ministry expanded to include key works such as Interfaith University, the FOFMI Humanity Project, Mikki High Bully No More, WVIU Web Radio, EFN-TV, and many more.

M H Outreach is distinguished by a membership that is not associated with any other church or denomination. As a biblically rooted, non-denominational fellowship, M H Outreach functions as an independent, Spirit-led ministry network governed by its own board of directors, leadership, and ecclesiastical structure. Our members and affiliated ministries are united not by denominational ties, but by a shared covenant relationship with Jesus Christ and a commitment to advancing the Kingdom of God.
This independence allows M H Outreach and its primary outreach, Foundations of Faith Missions International (FOFMI), to freely operate according to the leading of the Holy Spirit without the limitations or constraints of denominational oversight. Our members are drawn from diverse backgrounds but are joined together through our formal code of doctrine, discipline, and commitment to the Gospel.
Because we are not bound to any outside denomination, M H Outreach is able to develop and deploy programs, worship models, leadership training, and outreach strategies that are biblically sound, culturally relevant, and mission-focused. This distinctive identity empowers us to maintain theological integrity, spiritual accountability, and unity of purpose, while equipping believers to grow in faith, serve with love, and fulfill the Great Commission in their unique callings.
7An organization of ordained ministers
M H Outreach is an established organization of ordained ministers who are spiritually equipped, theologically trained, and officially recognized for service in the body of Christ. These ministers serve across a wide spectrum of roles—including pastors, evangelists, missionaries, teachers, and prophetic voices—within our global fellowship and its flagship outreach, Foundations of Faith Missions International (FOFMI).
Ordination within M H Outreach is not merely ceremonial; it is a solemn affirmation of one’s calling, character, and commitment to biblical truth. Each ordained minister undergoes a period of spiritual preparation, educational development—often through institutions like Interfaith University—and pastoral mentorship. Upon examination and approval by governing spiritual authorities, ordination is conferred with prayer, laying on of hands, and the charge to preach, teach, and serve under the authority of Christ.

8Ordained ministers selected after completing prescribed studies
M H Outreach operates with a commitment to excellence in ministry, and its ordained ministers are carefully selected only after completing prescribed studies and spiritual preparation. This ensures that those who are set apart for leadership and service are not only called but also equipped, trained, and proven.
Candidates for ordination must complete a structured course of study that includes biblical doctrine, ministry ethics, leadership development, and practical application of the Word of God. Much of this training is conducted through our educational arm, Interfaith University, where students are nurtured both academically and spiritually. These studies are designed to cultivate sound theology, spiritual maturity, and ministerial competence.
Upon successful completion of the required coursework, candidates undergo a period of evaluation and mentorship under seasoned leaders within the M H Outreach network. They must demonstrate integrity, a heart for service, doctrinal soundness, and a lifestyle consistent with biblical principles. Only then are they considered for ordination by the ecclesiastical authority of M H Outreach.

Each place of worship under the covering of M H Outreach, including those affiliated with Foundations of Faith Missions International (FOFMI), operates with biblical order and pastoral oversight. Regular worship services, Bible studies, prayer gatherings, and outreach events are conducted in these locations to edify the saints and reach the lost. These houses of worship reflect the diverse expressions of the body of Christ while maintaining unity through our shared doctrine, values, and spiritual vision.

Each congregation under M H Outreach, including those within the Foundations of Faith Missions International (FOFMI) network, meets regularly for Sunday worship services, midweek Bible studies, corporate prayer, and ministry events. These gatherings foster a sense of spiritual family, accountability, and growth, where every believer is encouraged to discover and walk in their God-given purpose.
These regular assemblies are not only spiritual in nature, but they also serve as community centers of hope, healing, and restoration. 11Regular Religious Services
M H Outreach, as the operational headquarters for Foundations of Faith Missions International and affiliated ministries, upholds the vital practice of regular religious services as a core expression of our faith and commitment to the Lord Jesus Christ. These services are conducted weekly—most often on Sundays and Wednesdays—across our network of churches and ministries. However, each affiliated ministry retains its autonomy and may also host additional services, revivals, prayer meetings, and Bible teachings based on the needs of their community.
Our services are Christ-centered, Spirit-led, and grounded in biblical truth. They are not only times of worship and preaching but also opportunities for fellowship, prayer, and spiritual growth. Whether held in-person or streamed online through EFN-TV or WVIU Web Radio, our gatherings unite believers to worship God, hear the Word, and minister to one another in love.
These services demonstrate our organized approach to ministry and fulfill the IRS’s recognition criteria for churches by showcasing the ongoing religious life and practices of a distinct body of believers.

12A literature of its own
A Literature of Its Own is one of the defining marks of a true and established church body, and M H Outreach has developed a rich, Spirit-led collection of original writings, resources, and publications that reflect our unique doctrine, vision, and covenant relationship with God and man.
Through our various arms—Foundations of Faith Missions International, Interfaith University, and affiliated ministries—we produce:
- Teaching letters and partner updates filled with faith-building encouragement, prophetic insights, and scriptural exhortations.
- Bible study notes and devotionals that guide individuals, families, and groups in rightly dividing the Word of Truth.
- Sermon archives, eBooks, and ministry manuals authored by our leadership, including Apostle Dr. Ludie L. Hoffman, designed to equip believers and leaders.
- Humanity Magazine, published by AMC Consultants Global, featuring Christian living, community impact, and testimonies of transformation.

13Schools for the religious instruction of the young
M H Outreach provides dedicated, Christ-centered education and spiritual formation for children through a variety of impactful programs designed to train up the next generation in the fear and admonition of the Lord. As the operational hub behind ministries like Interfaith Academy (grades 3–10), Foundations of Faith Missions International, and affiliated children’s outreaches, M H Outreach ensures that young people receive not only academic instruction but also biblical guidance tailored to their developmental stage.
Our Children's Church services are held regularly and focus on teaching the stories of the Bible, the love of Jesus, and godly character through songs, dramatizations, and interactive lessons. Interfaith Academy supports homeschool families with structured lesson plans, devotionals, and educational tools rooted in Scripture. In addition, we offer Bible character enrichment classes, drama ministry training, and support groups designed to nurture faith, identity, and purpose from an early age.
M H Outreach also collaborates with partner ministries to offer seasonal camps, youth services, and special events that minister to children through fellowship and discipleship. Each initiative reflects our mission: “Win Souls and Save Lives through a covenant relationship with God and man.” Through these efforts, M H Outreach is raising up bold, faith-filled young disciples for the Kingdom.
14Schools for the preparation of its ministers
Schools for the Preparation of Its Ministers are essential to the spiritual health and sustainability of any biblically rooted fellowship. At M H Outreach, ministerial preparation is a core component of our mission. Through our flagship institution, Interfaith University, we equip men and women for the call of ministry with sound doctrine, spiritual discipline, and practical leadership training.
Our ministerial training programs provide:
- Biblically grounded curriculum focused on theology, biblical studies, pastoral care, evangelism, and church administration.
- Courses in spiritual formation to develop godly character, discernment, and a deeper walk with Christ.
- Hands-on ministry practicums and mentorship, allowing students to serve and lead under the guidance of seasoned ministers and apostolic leadership.
- Certification, licensure, and ordination tracks, aligned with both biblical standards and legal requirements for ministry.
Interfaith University serves as the theological and spiritual training arm of M H Outreach and Foundations of Faith Missions International. Many of our ordained ministers are called from within our congregations, trained through the university, and commissioned to serve in churches, missions, outreach centers, and schools both nationally and abroad.
In keeping with 2 Timothy 2:15, we teach our ministers to “study to show [themselves] approved unto God… rightly dividing the word of truth.”
